Reduced stalls when choosing blocked destinations

Destination checks now use nearby exact polygons, and the height cache avoids expensive eviction scans.

I reproduced a roughly three-second movement-command stall on the RTX 3060 and traced it to destination adjustment scanning every loaded collision polygon repeatedly.

Cached bounds now select nearby candidates before the unchanged exact polygon test. A fixed-capacity ring also replaces costly height-cache eviction scans.

In the recorded matching route replay, the maximum movement command fell from 3003.5 ms to 109.8 ms. These are bounded source benchmark results, separate from the diary clip.

The minute-long unrecovered Windows freeze was not reproduced exactly. Existing user saves and the native editor process remain outside that remote comparison.
