Made reaction timing depend on agility

Movement can trigger an opposing unit's reaction, while agility determines who gets the first opportunity to fire.

I changed movement reactions so the moving unit halts and effective agility decides the first opportunity to act. A faster watcher shoots immediately. If the mover wins, they can attack first or continue moving and draw the waiting shot.

A unit still needs time units or prepaid Overwatch to react, and Hold Fire prevents the response. On the player's own attack, the target answers afterward rather than firing before the shot. Stance changes, reloads and entering Overwatch do not provoke these movement reactions.

The clip demonstrates the faster-watcher case: a survivor starts moving, the nearby raider reacts, and movement stops. A later player shot is followed by return fire. Both actors use their existing character statistics.
