Added full refunds for canceled research

I changed canceled research to return its full cost. A full storage counter no longer silently consumes part of the refund.

Cancellation also handles research that depends on an unfinished prerequisite. The returned credits can temporarily exceed storage capacity, preserving what was paid rather than clipping it to the current cap.

The clips initialize a pending 900-credit research job at full storage, then cancel that actual native job. The credit counter rises from 5,000 to 5,900. The scenario is a cancellation demonstration, not a filmed research purchase or completed upgrade.
