Put formations and tactics on command menus

I put formations and tactics behind their own command menus. F opens formations and T opens tactics, then the number keys choose an option for the selected units.

While a menu is open, other hotkeys wait. Escape or the same menu key closes it, and the keypad works for the numbered choices too. I also moved Equipment to the far right of the command bar.

Terraform is now on O when an engineer is selected. The footage shows a squad changing formation and tactics before moving across the sand.
