Added following and engineer escort repairs

Alt-click lets units follow a friendly leader, with engineers keeping escorted vehicles repaired.

I added follow orders for friendly units. Alt-clicking a leader sends the selected units after it, with separate places behind it so they do not pile into one point.

An engineer following a damaged ground vehicle can stop to repair it and then fall back into the escort. The order stays tied to the moving vehicle.
